Enable the Log File option and test it out. Check the logs for any power or thermal restrictions. Feel free to share a log file for further review.

Well I guess I cant play fh4 BUT I found the issue. If I unplug the hdmi from my monitor and just go without a monitor it runs perfectly fine. Is there a way to fix this

And huh maybe this is an issue (I know I shouldnt disable it but it initiates to early (at 85c) and downclocks to 1.2-0.8

BD PROCHOT isn't about CPU temperature. Another sensor is sending a throttling message to your CPU. Turning this off won't stop throttling if your CPU ever gets too hot. Your laptop is configured for thermal throttle at 100°C, which matches Intel's standard.
