Lower the voltage on your CPU and GPU. Run a fan control app to boost fan speeds (this may increase noise). Compare performance after adjusting both settings.

I attempted to reduce voltages and adjust power settings to as low as 65W, but it didn't affect the CPU performance. Lowering GPU voltage doesn't fix thermal throttling, and it isn't even activating turbo mode at reduced voltage like the default setting.

Remove dust from the interior of your computer, and consider using GPU fan control software to boost fan speeds.

Fan speed consistently hits 100% on this setup if it hadn't already been at 80°C. That would make things even worse for the card, but I'm gearing up for a big maintenance session. I've ordered fresh fans to boost GPU airflow, new thermal pads (GELID Extreme sizes 1mm, 1.5mm, 2mm, 2.5mm), and thermal paste (Grizzly) for both CPU and GPU. I'll clean soon, though I'm not sure this fixes the problem.
