Are you certain the voltage isn't enough for this speed? It's odd that it's being increased beyond what it should be, possibly related to your power supply. Both the PSU and the card were recently bought.
The PSU appears to be okay. Pay attention to the 8-pin connection between pins 1 and 2, and note that pin 3 carries the heaviest load. That’s why I recommended a BIOS flash—it could balance things out. Raise pin 3 and lower pin 1. It seems the voltage is low. I’m aware the Founders Edition runs at 1.0820 during boost and 1.062 at normal frequency. During boosting, the GPU v-core should increase rather than remain at defaults.
I believe it's worth trying with the right PCIE connectors, though I'm not sure it will make a difference. Only experience will tell!
