Hello, I recently upgraded my PC this week from a 6-year-old Corsair TX850w power supply to a Corsair HX1200w PSU and replaced my GTX 1080 Ti with an MSI RTX 3080 Gaming z Trio. I’m still running an i7 8700K, a Z370 Aorus gaming 7 motherboard, and 16GB of RAM. My issue now is persistent stuttering in almost every game, no matter how intense the gameplay. Both the CPU and GPU are hovering around 50% usage or less, yet the stutter persists. Temperatures remain normal (GPU and CPU usually stay between 60-65°C under load).
To try fixing this, I’ve attempted to use the OC button on my motherboard, though I’m unfamiliar with overclocking and worried about damaging it if I do it myself. I know the button shouldn’t light up when the PC is off, which suggests it might not work in that state. I’m wondering if it functions when the computer is powered on, or if I need to enable it via BIOS.
Additionally, I’ve tried several other steps: enabling/disabling hardware accelerated GPU scheduling in Windows, toggling game mode on and off, adjusting power management settings in NVIDIA Control Panel, setting FPS limits, and turning off/on ray tracing/DLSS. Before the GPU upgrade, I went into safe mode, used DDU to remove the old driver, then reinstalled both the GPU and driver.
Any suggestions to help reduce the stuttering would be greatly appreciated. Let me know if you have any insights!

I own an 8700K and KPE GTX 980 that was replaced from a 2060 I moved to another machine. I haven’t experienced these problems even with the 980, let alone the 2060. The installation is brand new, only a few months old. The swap was completed in W11 without any issues and without DDU. On the hardware side... If XMP is turned on, try turning it off. If it remains disabled, attempt to enable it and observe the results.
Not always. 50% might only mean six of twelve threads are fully used. Depending on the game, you might not use all available threads. In the task manager, you can enable per-thread views in the CPU utilization section. If threads are maxed out, the problem lies there. You may need to run at a higher resolution to reduce the CPU load.
I just tried one of the games where I experienced stuttering (Halo Infinite) while using Task Manager, as you mentioned. I limited the FPS to 144fps, keeping all 12 threads around 70% and never reaching 90%-100%. The GPU stayed at roughly 80-99% most of the time, dropping to about 60% during stutters before returning. The CPU usage didn’t drop like that either. An important point I overlooked is that this stuttering also occurs in simple games like Hearthstone sometimes, so it doesn’t seem like a bottleneck issue.

For instance, check the sensor from software like GPU-Z, paying attention to the PerfCap Reason column to understand GPU activity and utilization drops. Also review clock speeds and temperatures since stuttering can indicate overheating or performance issues.
I followed the instructions to install gpuz and tested Halo Infinite both with and without a FPS cap. The perfcap shows "vrel," and the interface looks mostly blue. I adjusted the power management settings in the Nvidia control panel to prioritize maximum performance, keeping clocks at their highest setting. This adjustment might be related to the issue. "Verl" likely refers to a specific setting or option within the system.
