It would help to understand how letting mods in multiplayer games might lead to problems, while single-player mods seem less problematic if they aren't shared.

By "ban" they refer to restricting your access, either through the multiplayer feature or by completely disabling your rights to play. If it's the former, they likely believe mods could interfere with online play, which is understandable. If it's the latter, you can still enjoy single-player mode and modify the game as desired. You've invested in the game, so you should be allowed to play solo and customize it. Modding single-player titles is fine, but avoid games that are always online—consider disabling online access if you plan to play. GTA V is an example, as it requires internet connectivity for certain features.
