So I have tried numerous Riser cables and none of them fixed the issue. I decided to set up a test bench. This way no riser cable...and I am having the same issue. Windows shows that max speed is 4.0, but the GPU will only max out at 3.0. Does anyone have any insight on possible BIOS settings, windows, or Nvidia settings that I could be missing. The BIOS has an "Auto" or 1,2,3,4 or 5 PCIE speed option and I have tried all. Also, I am using 12VHPW cable, I did confirm that the card will pull the full 450W, as not rule out not sufficient power as the culprit.
