Here’s a revised version of your notes:

A brief manual to boost game performance on Steam forums helped me significantly (i5-2500k, GTX 970, 8GB).
1. Set AllowD3D9MSAA to true instead of false.
2. Switch AllowD3D10 to true for improved rendering.
3. Adjust TextureResolution from 1 to 2 for higher quality.
4. In-game tweak shadows to low or normal levels.
5. Motion blur remains unsolved.
6. Disable Bloom and reflections.
7. Enable OpenGL instead of Bloom.
8. Update MaxFPS from 30,000 to 60,000.
Save the .ini file after making these changes. This should work until the developers fix it.

Switch AllowOpenGL from False to True to enable OpenGL, which can boost performance. You can combine DirectX and OpenGL for enhanced speed.

I've checked it out. It's running smoothly most of the time, around 50-60 fps. There are occasional drops when using the batmobile. With a 60 Hz IPS screen and VSync enabled, performance could improve further if the GPU and monitor are upgraded.
