I've been adjusting this for a while now. Do you have all the game settings turned on? It seems like they're off by default. I'd like to enable them but need more info. For now, I'm sharing my experience with screenshots and details about performance. EDIT: Now it runs smoothly, though the map and hologram in Batman's wrist are still missing. Frustrating. I'm getting around 42-60 FPS while driving—better outside the car.

They haven't confirmed a permanent solution yet, but they shared some workarounds to get the game running smoothly on consoles at least temporarily. They assure that the issues will be resolved. If the rumors hold true, the PC development team had only two months to adapt the game, while the publisher was aware of the problems but opted to release console versions first. The fix is coming soon.
I didn't attempt to include any gamenotworks references. I may review them later today. In the Nvidia control panel, on the physX page—do you have the setup configured as a GPU? It shouldn't be set to auto or CPU. Someone mentioned something unclear in the Steam forums, but updates to the guide are already available, so it might be worth checking that out.
What he said came from a different platform, which I used before switching to PS4. It seems odd, but maybe they’re trying to make it up to us. I recall the Assassins Creed Unity issue and they sent us Dead Kings DLC as an apology. I don’t expect that level of compensation, but sometimes surprises happen.
To stop motion blur you need to turn off depth of field as well, otherwise the game will crash. Turning those two off makes the map, holovideo chat, and detective mode features disappear. It seems to boost performance—my FPS went up from 25 to 40 while using all gameworks options. 2. My Physx is set to GPU. 3. I’ve disabled interactive smoke, paper, and rain. I could even turn rain back on since volumetric lighting isn’t slowing the game down. Interestingly, TB’s video had all those effects too but ran smoothly in DX11.
