Floating Point Unit is the section targeted most by Prime95. PBO may offer little extra since these processors already have limited capabilities. PBO adjusts the current and power settings more than the default. Still, performance will depend on thermal constraints.
I attempted to reapply the cooler, but only a slight drop of 2°C occurred. Would it perform better with 80°C stock on Small FFTs P95 (which handles most heat) using an H100i 3800x?
It looks like you're within the expected range. You're seeing about 90°C while handling 128k FFT tasks, similar to what Prime95 does on your 3700X. It seems to be running at around 100W, which is higher than the 88W PPT limit, so I'm curious if you enabled PBO after a previous overclock and didn't reset it. Your setup uses a Noctua D15 cooler.
