For the AMD GPU you can do it directly from the driver utility. It should have a button to auto-undervolt. It's likely not as good as what you could achieve manually, but also much less work. Spoiler

Do you have the most recent system information? Have you saved the newest AMD chipset drivers from AMD? Are you tracking temperatures using a specific tool? Does your software fail in Unigine Heaven, MSI Kombustor, or Furmark?

I adjusted the voltage using that tool and it helped. I confirmed by restarting the game to a default state and then reopening it for a full reset. The card was bought about a month ago. My driver version is 22.11.2, released on November 30. I checked for updates and found it to be the newest. It came from the AMD website, but I couldn’t locate a BIOS download. The bios date listed is 2021/08/24, which seems outdated if updates are happening. I might need to lower the voltage until I get a better PSU or explore other lower-voltage setups. I’m planning to try downloading ASUS’ overclock software and see what options are available. I’ll keep looking but won’t mark this resolved until I have more details.
