I build a really nice pc for my little brother for league of legends, but he struggles to get 240 fps(240hz monitor).
zotac amp extreme RTX 2080ti 11g
I9 9900k
32g 3200mhz ram
Seagate Barracuda ST2000DM008 2 TB 3.5" Internal Hard Drive -
sata
ASRock B365M Pro4 Micro ATX LGA1151 Motherboard
Gigabyte 750 W 80+ Gold Certified Semi-modular ATX Power Supply
In league of legends he plays on medium video settings with vsync disabled, reaching about 150fps in game. This stutters to about 90 somtimes during team fights... Youtube videos show people easily getting over 300fps with these parts. Power settings are set to max, drivers are updated as well.

2) Are there no signs of overheating or performance reduction due to heat? Temperatures exceeding 85°C for the CPU and 83°C for the GPU are not observed.
3) Have the motherboard drivers been updated?
4) Have the graphics card drivers been updated?

Has Deep Space Rendering been turned off within the Nvidia Control Panel under 3D Settings Management?
Are Windows Game Bar and Game Mode deactivated? These can be accessed through Windows Search, navigating to Settings > Gaming.
Is the game utilizing any GPU resources, or is all processing handled by the CPU?
What is the manufacturer and model of your power supply unit?

1) The CPU score is within a 10% range of the typical value; it's acceptable.
2) The GPU score also falls within a 10% variance from the average.
3) The system drive’s score is lower than expected when compared to the norm, however, it remains exceptionally quick in relation to traditional SATA SSDs – this isn’t concerning. A firmware update may resolve it.
4) The HDD performance is satisfactory.
5) There are no modifications possible regarding the memory. You acquired 3200MHz RAM but paired it with a motherboard that restricts its operation, resulting in a speed of 2666MHz.

I recommend tracking GPU and CPU (each core/thread) utilization within the game.
