Discard my earlier comment regarding the performance; the central processing unit’s utilization is approximately 10%, the graphics card sits at roughly 5%, and memory occupies about 24%. Individual cores experience minimal strain and operate at a low level.

Given that you indicated the game’s requirements are tailored for systems utilizing only one processor core, rather than multiple ones such as mine, is there a method to prevent the CPU from using all or some of its cores to better suit League's needs? Could this also be applied to the graphics card?

Despite capping the FPS at 240, he hasn’t reached that level. Given that League appears to operate more effectively with less demanding hardware, as you indicated, would allocating my processor to run on one or two cores improve the game's performance?

This could potentially resolve the issue, or it may have no effect whatsoever:
Nvidia Control Panel > Manage 3D Settings > Program Settings tab.
Locate the League of Legends executable from the program list to modify – if it’s not present on that list, you must click the Add button and add it manually.
Click Apply and close the window.
