You need to adjust the voltage properly, some users can achieve stable readings of R90 up to 1200/1500 by fine-tuning the voltage. The system automatically resets the voltage as a safety feature, probably intended as a failsafe. It's best to increase the voltage gradually, starting from 1050 and moving step by step until you find the optimal setting.

I should also mention that I modified the voltage and power limits. It still keeps returning to the default clock speeds.

I would suggest turning on "Save Fan Settings with Profile."
Also, it's important to note that running at +10MHz won't give you any significant performance boost. A decent improvement might be around 5-10 FPS (correct me if I'm wrong -CMIIW-).

I've turned on/off that setting and my preferences still aren't holding. Sam, I understand that adding +10 MHz won't give a big boost. The main issue is that any adjustments to the stock clock will reset back to the default, which is why I chose a small change here. I'm skipping the part about how much FPS improves with each speed increase since it's not very reliable.
