Yeah, not going to happen. Also, another thing on topic : I can buy cheaper retail versions of games than from Steam. Games on Steam are only cheaper if they are on quite a damn good sale. (I'm from Romania)
Valve would simply define a zone, while the costs depend on the publisher: In Mexico, certain titles see reductions of up to 50%, and others gain up to 30% compared to US prices.
The exchange rate of 60USD to 60GBP reflects tax obligations, meaning direct conversion would result in a loss.
If you mean the developer, I think one way or another they will pay taxes. Same with the user. USA pays taxes...
