Yeah, not going to happen. Also, another thing on topic : I can buy cheaper retail versions of games than from Steam. Games on Steam are only cheaper if they are on quite a damn good sale. (I'm from Romania)

Wasn't it Valve's decision for Russia? Double-check if you're right. Piracy was widespread there due to high costs relative to typical pay. Making triple-A games more affordable really boosted the market there.

If you mean the developer, I think one way or another they will pay taxes. Same with the user. USA pays taxes...
