The BIOS won’t need updating for PCIe 4.0 support. Your graphics card will function well on PCIe 3.0. On the RTX 3090, the scenarios where PCIe 4.0 matters are rare. A card like the 3060 handles full PCIe 3.0 x16 slots easily. Also, consider your CPU—upgrading BIOS isn’t worth it if your processor can’t utilize PCIe 4.0.
The Ryzen 5 2600 lacks PCIe 4.0 support, so it's best to wait for a CPU with that feature, such as the Ryzen 7 5800X.
