For reference, switching the power plan to High Performance allows me to hit 4,240 MHz while maintaining a stable temperature just below 60 degrees. Progress is noticeable, though I still can't reach the boost clock. My CB R23 score has improved to 20,016.
From AMD's site you can observe the base clock for that chip is 3.7GHz. When testing Cinebench with all cores active, the speed drops to 4.24GHz, indicating you're actually getting a boost. More aggressive boosts are likely under lighter workloads where just one or two cores are under pressure. You might benefit from using PBO to adjust the boosting algorithm, helping the processor sustain higher and longer boosts.
