I first thought my CPU was throttling due to heat at around 70°C. Now I understand it’s more about power issues instead. Intel says the maximum TDP boost is 253 watts, but my CPU slows down to about 225 watts. This makes sense during a stress test, but it’s confusing that power throttling happens in games like CS2 even when utilization stays low at 3%. Here are my specs: Core i7 14700kf (I’m not rushing to buy a 14th gen since I upgraded from a 6th gen), GPU: Gigabyte Eagle RTX 3070 Ti, RAM: G.Skill 32GB kit, Motherboard: MSI Z790I, WiFi Case: NR200P. Thanks in advance for your help!

It’s similar to slow clock speeds—this usually means processing is lagging. The actual issue is often reduced efficiency, which can stem from hardware limitations or software bottlenecks.

Clock rates hover near 4.3ghz during gameplay, yet performance remains limited.

The case you're using includes a pre-installed power supply that's the V850 SFX Gold 850W. I think it's from Cooler Master, though I'm not entirely sure.

CPU usage might appear minimal during gaming since many titles depend more on the GPU. Are you noticing reduced frame rates or other slowdowns?

Utilization seems acceptable with plenty of extra CPU available for current games. Most titles run at their maximum threads, around 12. CS2 typically uses about 8. This means over half of your CPU isn’t actively engaged and the components won’t draw excessive power when idle. It simply avoids unnecessary consumption. PSU is solid, so that’s okay. If performance stays stable, it should function properly. A 6700k would likely correspond to roughly 4 efficiency cores on your current setup.

I don’t see any frame rate problems. My screen can only handle 75 frames per second, so I increase it to 150 for consistent performance. What worries me most is whether something on my system isn’t functioning properly when the utilization drops, causing it to slow down.
