my 4-year-old i5 2500k can handle this game at 1440p with all high settings and 4k, but the GPU is slowing it down. I’ve also tried running it at 1080p on an Intel Pentium chip.

I've faced similar issues with this game too. My i5 processor struggles, especially when navigating city traffic—it drops to around 45fps while the CPU stays at 90-100%.

You should consider a GTX980 as the limiting factor for an overclocked i5. Even though I7 and SLI 980 models are suggested, they may not be cost-effective in the long run.

The i5 isn't fast enough for this game. That’s unrealistic. If the i5 struggles, my FX 8350 will really struggle too. But it doesn’t.
