I can maintain stability at 4.7 with XMP on profile 1, but I aim for 4.8 or 4.9.

The motherboard should easily supply the CPU with consistent power. This likely points to a cooling or voltage problem. Checking the BIOS settings and observing the CPU temperature after a short period can help determine the voltage configuration.

There appears to be an issue with your motherboard's ability to read the CPU correctly. The voltage you're seeing isn't stable enough for such a high clock speed. Consider re-seating the CPU, applying new thermal paste, and resetting the CMOS.

Something seems off here. Your motherboard does not appear to be reading your CPU properly. I've never seen that voltage be able to maintain such a high clock.
Please reseat the CPU, replace thermal paste and reset CMOS.
actually when I talk to other people they say in is good. last night I installed H80i v2 cooler with new paste came on. drop right over cpu and bolt on.

for the 4790k this works well, actually i believe the voltage is too high. the maximum you should use for it is 1.3v

I have a 4790k clocked at 4.2ghz with a vcore offset of 1.071v, and the stock BIOS reports exactly 1.009v.
