They booted without the CPU because the VRMs aren't designed for operation without any load.

It seems the project likely didn’t begin without essential parts, because without a CPU there could be no video output.

It wouldn't even reach the post. I'd just get a click from the PSU, which I understood was fine since it was brand new.
