I just got a Razer Blade Stealth 1650 (non TI) and encountered this odd problem. My FPS stays stuck at 40 when playing games or using high GPU settings, even after turning off GeForce Experience, resetting the NVIDIA control panel, and switching monitors. I'm at a loss for solutions. Any advice would be appreciated.

The speed remains reduced when using wall power, even after the battery is fully charged.

Not always slower; it drops by about 5-10fps when unplugged from the wall. The problem is that no game or benchmark exceeds 40fps, no matter the wall power or battery level.

Open the NVIDIA control panel and attempt to disable VSync. This method functions only with full-screen applications.

Visit similar sites like https://www.testufo.com/ to verify your panel is updating properly. A defective panel is uncommon but possible.

But once it enters the game, it drops to 40fps, which happens in every game no matter the VSync settings.

It seems you're checking if the refresh rate is set to 60Hz and asking about a soft reset. Also, you're inquiring whether your games come from a launcher such as Steam or Origin or if they're standalone.

Starting independently. Another case is cinebench r15. When connected to wall power, it reaches its limit at 40fps, whereas on battery it can easily hit 80-100fps
