You launch Chrome for a brief moment, just 0.0001 seconds.

Download OpenJDK from Ninite, test it, and eliminate any JDK-related problems.

I also attempted it with several Java versions, but the problem continues.

It's unusual and odd. I have a W10 partition I can review later. I didn't realize high memory usage before, my limits are much higher so it's possible this happens without me noticing. I can share your mod load and game version if you'd like, though that shouldn't interfere with the standard install since MultiMC creates a separate setup and Java runs in the VM but still shouldn't be doing this either. If it's not related to the Java version or mods, it might be a Windows issue which seems isolated or something else is using Java at the same time—either legitimate or hopefully not malicious. Slowness on a decent machine like yours is a concern.

I've spoken with numerous members of the Minecraft speedrunning group, and they've never encountered such intense RAM consumption as mine. It's typical for usage to rise during a session, yet it shouldn't lead to these kinds of FPS drops or rapid high usage. My thought is it might be related to a Windows problem, but I'm unsure how to fix it.

The points raised don't appear to relate to a Java allocation or version problem.
