Your motherboard should match your CPU's requirements. The 2700 model features a 3.2ghz base clock, which may indicate it isn't utilizing turbo settings. Are you checking if turbo technology was activated in the BIOS? Which method did you use to load the CPU? What temperatures were recorded?

and i installed it on windows
i ran cinebench and temperatures were 40c

and i adjusted the power plan to windows performance and began testing right away

using ryzen master but i got a 100 percent edc idk what that means and it's set to auto

Searching for information online shows the EDC relates to VRM features. Apply the Windows balanced power plan and then remove CMOS if necessary.

when i enable the game boost it reaches a peak of 3.7 ghz. i reset to the default settings but it switches to 3.3ghz on ryzen master. when loading, setting the power plan to high performance didn't make any difference.
