i replaced my previous parts and installed the new components. When setting up the motherboard, CPU, and RAM, I accidentally ran a CPU without a cooler, causing fans to spin but no signal or post screen appeared. I'm wondering if this caused damage to the CPU and whether turning it off for 10 seconds after noticing will help when I install a cooler.
If it was 10 seconds, then no you didn't cause any damage. You should have included active cooling for the CPU to progress. You overlooked mentioning the PSU's make, model, and age in your build.

I attempted a random fan connection to the CPU fan location, but it failed.
i'm assuming you mean the 2600?
if you have a working 4pin PWM fan connected to the CPU_FAN header and there's still no response then something has failed, something isn't installed properly, or this system is just not compatible in it's current state.
it could lead to damage but there should be safety measures in place to shutdown the system upon reaching dangerous temperatures.

have you updated this motherboard BIOS to the necessary iteration to support this CPU?
have you verified the memory kit is listed in the motherboard QVL?
yes the cpu is 2600
i added a 3 pin fan but don’t have a 4 pin connector
the ram is brand new, the motherboard and cpu were used before and tested, it works perfectly. the seller confirmed the motherboard is updated to the latest version
