not connecting your GPU in a daisy chain
dasiy chaining refers to using a single cable for your GPU, often with a split to connect to a two-socket card.
is there any RGB lighting on your GPU that indicates it has power?

I admit I didn’t realize I connected it in a daisy chain initially, but I’ve since fixed it. However, I’m still not seeing any RGB lights and can’t find details about them. Might I have misused one of the cables during that first connection?

It doesn't seem like a long-term solution, just pulling too much power though one cable. Does your motherboard have a dedicated HDMI port? If yes, consider removing the GPU entirely and connecting directly from the motherboard to the monitor—since the 11900K has an integrated GPU. If you get a signal then it might be a GPU problem. I’d try reseating the GPU again and see if it works. What model did you purchase?

So with no GPU in there's still no display to the monitor with the hdmi in the motherboard
Got the XFX Radeon RX 9070xt white with 16gb
Though now it seems like it's nothing to do with the GPU since there's no display without it either right?

You can also change from D GPU (dedicated GPU) to IGPU (integrated GPU) in BIOS.
It might have set it to IGPU and without any connection to the motherboard, it will boot all day but won't show anything.
If you manage to enter BIOS with a display, check the current settings.

i'm not sure if it starts when fans spin or otherwise, but it seems it should function properly. there should be a signal for that. using the same hdmi cable from the pc to the monitor and the laptop to the monitor works?

Same cable was purchased literally, but everything seems to be fine except on the screen 😂
