Does the white LED XFX logo illuminate the GPU upon startup of the PC? If it's the silver XFX, should there be an LED XFX logo that turns on when powered up?

When no lights are active, it appears quite lifeless.

I understand you've likely done this many times before. Clean the fingers with a dry cloth, focusing on the PCIe X16 PCB on the card. Use your mouth to blow air into the PCIe X16 slot on your motherboard. Reinsert the GPU and attempt to boot again. Avoid riser cables if using only the GPU to the motherboard. Make sure all cables are properly connected from the power supply to the GPU.

if that's all, I'm really unsure what else to say unless the board is gone, which doesn't seem probable since a brand new GPU isn't working at all.

unless you possess an alternative mobile or system to test the GPU, then in the worst scenario you should visit a computer repair shop and describe the problem; they should be able to pinpoint the issue promptly.
