Yes, I performed a reset this evening. Expo Off was left behind.
All the outcomes followed after the reset.

I propose a bold change. Eliminate the 4090 and opt for the built-in video adapter (you already have this) and evaluate the outcomes with just it.

Just tried this.
Framerate is really low and Sea of Thieves wouldn’t even run (driver crash).
These are the results from Diablo 4 and The Outlast Trials.

Very few or no stutters, except when loading levels, just a very low frame rate.

The PSU is a Corsair RM1000X. I purchased it with the 4090 when I received it, likely around early 2023. The 4090 is a gigabyte.

Check the BIOS settings for options to adjust PCIe version or generation. Set it to version 3. Then restart and see if there are improvements.
