Hi everyone, this is my final attempt after months of changing windows, drivers, and bios settings.
I’ll keep it brief.

PC Specifications
Mobo: MSI X870E Carbon WiFi
CPU: Ryzen 9800X3D
GPU: Nvidia 4090
RAM: 64GB Kingston Fury Beast 6000mhz
Cooler: Corsair H150
PSU: 1000w (will check model when I’m home)

I experienced stutters to low 1% fps in some games, but not consistently. It drops from 100+fps to 30 for half a second. This mainly happens in online games (Sea of Thieves, the latest BF6 beta, etc.). In offline games (Cyberpunk, Last of Us, Claire, etc.) I had no issues.

What I tried:
- Latest BIOS installed
- Checked all available bios online, including clocking, overclocking, and disabling Hyper-V
- Memory set to Expo 1
- Reinstalled network drivers multiple times
- Tried using a blank Windows installation still had stutters
- Never used any afterburner

I’m considering the issue might be with the motherboard, though I’m not certain. Before investing over 300 euros in a new board, I’ll ask again if anyone has alternative suggestions.

discussing the specifics of stuttering
inquiring about the storage details, the CPU/GPU usage during stuttering, and the corresponding temperatures.

Do you have a connected network, either through a wired or wireless link?

Wired setup confirmed. Tested on the 5Gb port functioning as the 2,5Gb port with identical outcomes.
Equipped with an m.2 WD_black SN850 2 TB and a samsung 990pro.
In Sea of Thieves performance: CPU usage sits at 20-25%, RAM consumption around 16GB.
Game temperatures remain stable at 60-75°C for the CPU and 50-65°C for the GPU.
I plan to share a screenshot this evening.

Did you download the AMD chipset drivers straight from AMD's website?

I'm sure I did, but I'll verify this evening.

So I reinstalled those drivers, but unfortunately nothing changed.
I tried using the Dongle for Ethernet, but that didn't work either.
It was already set up on the motherboard without Expo.

What is this device? Is it a USB to ethernet adapter?
Have you experimented with a wireless link to see how it compares?
It seems you're linking the PC's Ethernet ports on the back to a common home router or switch (1Gbps), ensuring compatibility across both 2.5 and 5Gbps ports.
Are you using regular Cat 5E cables, or are you opting for the flat ones?

Yes a usb to ethernet adapter. It did not do anything different, just slower ethernet.
Tried Wifi aswell. no difference.
My network in house is all cat 6, to 2.5gb switches.
Standard ones. no flat ones.
I just tried Indiana jones and it also gives some stutters but WAY less then other games (online ones).
Also tried The last of us 2 again, it gives a stutter the first time you enter zoom gun.
Really strange

Are all the configurations in your BIOS set to their standard defaults?
