I restored Windows two times precisely, including all drivers. Both 144hz monitors are connected via display port cables to the GPU and operate at their original refresh rates.

Download and execute hwinfo from the provided link. Choose Sensors Only and allow it to operate in the background. After playing a game that causes stuttering, open hwinfo, capture a screenshot, and share it via imgur.com.

The core voltage is indeed set to 1.340, but the HWINFO reports a maximum voltage of 1.295, which seems inconsistent.

Nothing unusual about the CPU readings. Storage and GPU data were omitted since you didn't scroll down the second column.
Not really...
Current Overclock settings: 4.9 ghz on core clock, 4.9 on Ring Ratio, Avx offset -3, Core voltage 1.340".
Are those all the changes? If so, it suggests the CPU Power and Power Duration Limits remain active—though a 9900K doesn’t require 1.34vcore for 4.9ghz anyway.
That’s quite high. The motherboard is helping.
SSE Frequency: AVX2 Frequency: Vcore: % Capable: 9900K 4.80GHz 4.60GHz 1.275V 100%
9900K: 4.90GHz 4.70GHz 1.287V Top 91%
9900K: 5.00GHz 4.80GHz 1.300V Top 30%
9900K: 5.10GHz 4.90GHz 1.312V Top 5%
The above represents Silicon Lottery’s binning stats for 9900K OCs. None of these are close to needing 1.34vcore...

Everything is in order here. No issues detected.
The issue is somewhere else...

Are there any third-party applications you typically use while gaming? If not, what about antivirus, RGB, or fan control tools? Do you prefer keeping the browser open in the background? Is hardware acceleration active there? Are the laggy games protected by anti-cheat software? I’m wondering this because I think a third-party app might be interfering.
