if you do understand that it is coming from here, then it is from the water pump, but there is the possibility that the currents provided by your power supply are not enough and that it is also straining

Thanks for the responses. Just to clarify, should I be concerned about this noise? Is it safe? Could it cause any harm?

As I mentioned earlier, you need to verify. If the noise comes from the water pump (since you indicated it originates from the processor), you can perform a test using an air cooler. If it stems from the power supply (where the current might be insufficient and the water pump also makes noise), you can disconnect devices that consume power like hard drives for storage, along with essentials such as the keyboard and mouse. It's straightforward to identify the issue this way.

If it comes from the power source, it might eventually carry the motherboard along, which could then affect the graphics card and its memory. You'll need to check it out. Its water pump seems quite important.

If you need my take, the issue seems to stem from the power supply. I suggest getting one from a friend or someone you know and testing it.
