You're correct, but it doesn't contradict what @CyberFlash mentioned: 99% GPU usage in games shows you're maximizing the GPU's performance, though it might lead to problems if the PSU can't provide sufficient power for the GPU to run at full capacity.

I would perform a CMOS reset. It's likely the BIOS is experiencing problems with settings following a CPU change. I also do it after a BIOS update.

It’s improbable that the 5090 would draw 575W at 65% usage (though it doesn’t always scale linearly), which makes me suspect a PSU issue.
I enabled an FPS limiter in the finals to maintain consistent frame rates, which caused the GPU to lag. I’m considering applying the same setting in Helldivers; if the GPU remains stable under that restriction, I’ll likely need another power supply. I’ll test more games to confirm if the issue persists.
