As the title indicates, I recently purchased a new gaming PC and now each time I attempt to play online, I join a game with a ping server exceeding 1000+ that appears to be based in China.
I reside in Australia and have tested both Ethernet and wireless connections. I tried these setups on Counter Strike 2 and Team Fortress 2.
I will provide my specifications here, but I believe they won’t alter the outcome.
Processor: Intel Core i7 12700K (12 cores, 20 threads)
Graphics Card: Asus TUF RTX 3070TI 8GB
RAM: 32GB DDR5 4400MHz
Motherboard: Dell Alienware OEM with Liquid Cooler
Storage: Samsung 970 EVO Plus 1TB NVME SSD
My previous gaming PC never faced this problem, and I haven’t modified anything related to my internet connection since upgrading. I don’t have a VPN installed, and my Windows region is set to Australia. From what I understand, you can’t alter your region on Steam without using a VPN.
Any suggestions would be greatly appreciated.

I'm not certain, but it seems likely that those Dell motherboards are made in China and sent to various places globally, which could mean the built-in NIC is linked to Chinese servers.

Did you set up Windows independently and what edition and version do you have? Use the malwarebytes.com tool to check for unusual activity. The BIOS language is available in English. What Dell gaming model are you using?

also some games automatically set players to japanese or oceanic servers by default.
for example, black desert online on the xbox pushed me to the n/a servers, while my ps5 version of black desert by default got me into euro servers.

Thank you for your response. The seller set up Windows for me, likely the latest version. I'll verify it later. Bios is available in English. I'm not sure about the exact model. How can I confirm that?

Steam is ready in Australia already. As mentioned, my old computer functioned properly. I haven't adjusted any Steam preferences since purchasing the new pre-built version.
