I believe only a single RAM is being detected.
Review the entire motherboard manual carefully, especially the "Installing the Memory" section (Section 2-4).
the minimum requirements are 12gb ram, so one x16 should work. just confirm everything is seated correctly and recognized. you mention gtav does the same for other non-rockstar titles? are you starting from the rockstar launcher or using steam? if everything seems fine but the issue persists, a dual boot into linux (like popos or nobara) might help, especially with amd gpus.
The issue remains unclear regarding the amount of RAM being utilized and which applications are consuming it. There might be a minimum requirement of 12 GB, but if additional applications such as 16 GB or 32 GB are using RAM, there could be insufficient resources left. It is possible that the memory is being misused or corrupted in some way.
Consider checking Resource Monitor and Process Explorer (available from Microsoft) to see which processes are using the most RAM and how much is allocated by each.

Search for any unrecognized or unexpected processes that are starting and running. Do not disable or uninstall them immediately—just locate them and understand their role.

My system runs Windows, Memtest86, every other game, benchmark apps, and everything shows my 32GB of RAM.
My specific model is a G.SKILL 32GB Trident Z5 Neo RGB DDR5 5600MHz CL28 KIT F5-5600J2834F16GX2-TZ5NR.
I placed the modules in the right slots.
When I took screenshots, I used default BIOS settings for the RAM, which made it run at 4800MHz, but now I’m using Expo mode.
I performed many Memtest86 tests after building this PC, and the RAM is all fine physically.

I am uncertain if I remain aligned with the correct path. The initial issue highlighted a display driver version 20.2.2, which the game demands, but this does not always mean the driver is up-to-date. Similarly, I doubt the "minimum recommended Video Memory specification" and "Out of virtual memory" warnings are fully resolved. For example, only 12 GB of RAM is being used from a total of 16 GB, with 32 GB installed. There’s no need for concern since the memory is placed in incorrect slots. Certain motherboards specify that the first physically installed RAM must go into a particular slot. From the manual:
"When installing memory modules, be sure to install in the DDR5_A2 socket first."
