Ryzen 5 7600, MSI Ventus 3x 5080, MSI Pro B650s, TeamGroup T-Create Expert Cl30 overclocking, 10l DDR5 32GB at 6000MHz, Quiet Pure Power 12 1000W non-modular ATX 3.1, Silicon Power 2TB UD90 NVMe 4.0 with speeds up to 5000/4800 MB/s, ID Cooling Frozen A620 Pro SE.

Recent updates: Windows 10 and 5080 OS refreshed, motherboard upgraded, BIOS version 1.I0.

I assembled this build specifically for VR gaming, using only new components except the second-hand 5080. Before purchasing, I personally tested it and achieved over 9000 in benchmarks, playing Overwatch for 10 minutes on high settings without any problems.

The system occasionally stutters briefly every 20 seconds during gaming or while watching videos, even when idle or using Steam. The mouse cursor may flicker slightly with no applications running. I haven’t installed many programs yet; currently I’m using Steam, Epic Games, and Pimax for VR setup. It now reaches 8131 in 3D Mark Steel (free version) and about 8600 in benchmark mode, which appears acceptable. Temperatures, CPU, GPU, and RAM usage are within normal ranges.

Update: Online video playback works without issues. The GPU can reach 100% during stuttering. In demanding games, the entire screen and mouse pointer freeze for roughly half a second every 2 to 15 seconds.

Hopefully everything is resolved! I rechecked all power connections and RAM. It seems to be functioning properly now.

Thank you all in advance for your time and advice!

Are you certain the PSU brand is correct? I didn't find any evidence of it.

Did you install an older version of Windows and just updated it? Why didn’t you upgrade to Windows 11?
Ryzen 5 7600, msi ventus 3x 5080, msi pro b650s — what BIOS are you using?
Teamgroup 32gb 30cl — what speed is it running at, is it the correct one or the default?
becool 1000w — is that suitable? If yes, which model do you have?
Nvme — make and model, is this OS exclusive or does it apply to everything?

Did you assemble the PC yourself? It seems like there might be an external note about the motherboard somewhere. Gently move the PC up and down while the power switch is turned off; do you hear any screws moving? Check if everything is properly seated on the PSU cables. Did you fit the CPU in without trouble? Was installing the cooler installation straightforward, or did it feel difficult? How are the temperatures looking on the CPU?

Yes I built it, I'm fairly tech savvy, but been awhile since I've done one.
Nothing bouncing around. I will reseat each connection.
I installed CPU, it dropped right in with no pressure. Tried a slight wiggle once seated and looked good.
Cooler is id cooling frozn a620 pro Se. Pipes bent a few degrees(5?) out of the box on one side, didn't seem to affect anything. Both fans spinning. Thermal paste seemed a bit dry and pasty and didn't want to really spread out. I may have too much on there? I seem to remember it spreading more easily.
I tried a few titles with settings cranked up all the way and never got it above 76 C.
PSU is be quiet pure power 12 1000w non modular atx 3.1.
Update: Seems intermittent. Now working fine.

Thank you for the reply. It looks like I have a retail version of Windows. I managed to use my key and followed the activation steps after the hardware change from here.
No strong opinions about Windows 11 or not. I don't believe it's favored in the VR sim racing community.
MB bios -1.I0
Memory - 6000mhz. Seems it was 4800 before; changed to 6000 in BIOS.
Oops, PSU is pure power 12 1000w non-modular ATX 3.1.
Storage - silicon power 2tb UD90 NVMe 4.0, supports up to 5000/4800 MB/s
"Is this OS exclusive or everything?" Sorry, I didn't fully understand.
Update: The issue now appears intermittent.

Consider a fresh start to remove software-related problems. If no issues appear during a clean boot, third-party tools can be removed. It might help to run LatencyMon to get more insight into the situation.

Did you perform a new Windows installation on the new hardware, or were you simply transferring an existing drive with an older operating system from your previous computer and updating it?

Could you clarify if this OS applies only to one drive, or if there are separate drives for the OS and for games, documents, movies, etc.? Also, more games now require installation on an SSD rather than a standard spinning hard drive.

Yes, a fresh installation was completed. The Windows was downloaded on a new machine and not copied from elsewhere.
