I've just turned it on and the fans are spinning really fast. Is that typical?

Verify CPU temperatures.
Which CPU cooler are you employing?
Could you display a screenshot from Task Manager, specifically the Performance/Memory area?
May I provide an image of your system with the side panel taken off?
