Due to the high latency spread across four sticks, both of which affect CPU gaming performance. A 32 GB at 3200 MHz setup seems to point to DDR4 RAM. When you compare DDR4 speeds with DDR5 speeds, it’s not a fair comparison. If latency is an issue, a DDR5 5200 MHz kit (CL40) will underperform compared to a low-latency DDR4 3200 MHz kit (CL16). A DDR4 32 GB 3200 MHz CL16 RAM package works well for a 16 GB x2 configuration. Gaming benefits most from a dual-channel setup, meaning two sticks of RAM. Since your Ryzen 7950 is an AM5 platform CPU, you’ll need DDR5 RAM. Your current DDR5 kit has four sticks (too many), 5200 MHz (slow for DDR5), CL40 (high latency), and isn’t EXPO compatible. Upgrade to a package that fixes these issues (two sticks, 6000 MHz, CL30, EXPO). Based on my experience, this will definitely boost CPU performance, reduce stutter, and improve utilization.

If the Ram and motherboard aren't resolving the problem, I'll just return it or keep it for when my brother needs it again. At this stage, I'm open to trying different solutions, though I'm really confused about how to proceed.

Sounds good. Just let us know when you're ready—once you've received your parts, I'm sure many of us would find it useful to hear the results.
