I have attempted exclusions, disabling Windows Defender entirely, and uninstalling Malwarebytes. The issue appears unrelated to antivirus software in my situation. My GPU is stock, and I have experimented with CPU turbo on and off; the problem persists regardless.
Currently, I must conclude that there’s an anomaly with the bios. If it were me, I would seek a refund and replace the entire motherboard with an alternative model.
