Is there a DVD drive on your laptop? If yes, and if the computer you used for the USB has a DVD writer, attempt to use the Media Creation Tool with a DVD and boot from it.

tried all options, F11 shows a loading message with "Please wait..." and ESC provides details for F2, F9, F10, and F11 keys.

Are you allowing sufficient time for the recovery prompt to load? It isn't always instantaneous—some systems respond quickly while others take longer. This depends on whether you haven't previously wiped the recovery partition using a clean boot from a USB Windows installer, which could have removed the recovery software.

Go here - Begin your PC in safe mode on Windows, and pick the Windows 10 option. Choose "From a black or blank screen" and proceed with the steps starting at number 2. When you reach the screen displaying "Choose and option", select Troubleshoot. At this stage, if you've reached it, you can opt for "Reset this PC" or explore Advanced Options such as System Restore, Go back to previous version, System Image Recovery, or Startup Repair. If you prefer simplicity, select "Reset this PC" from the Troubleshoot window – remember it will erase all your files. If you wish to avoid losing data, pick an Advanced Option instead.

yes, after 5-10mins the "please wait" message vanishes and you get back to full loading
