Laptop: HP ENVY 13 x360 Ryzen 7-4700/16GB/512/Win11
Never experienced issues with this device until recently. Yesterday I ran ccleaner to clean the drive and everything worked properly. Now I attempt to use it, but only the HP logo appears with a loading circle. Each time I try to turn it on, it displays "preparing automatic repair," which restarts after a few minutes but keeps showing an infinite loading screen with the HP logo.

I pressed F2 and ran diagnostics – all systems appear normal. Using F11 reveals "Wait..." under the loading circle, which disappears after a short while but then reappears with another infinite loading screen.

I considered installing Windows 10 instead, but I encountered a BSOD with the "Driver PNP Watchdog" error.
What might be going wrong? I’m not concerned about the data stored on it; my main goal is just to get it running and install another OS.

I tried win10 but theres only hp logo with infinite loading circle and then BSOD with the mentioned error, I can try installing win11 if theres a chance the results will be different

I downloaded and used it yesterday without issues, but now I’m stuck on the HP loading screen again.

I haven't used ccleaner before. Did your computer restart automatically after it ran? Did you turn it off yesterday and turned it back on today? I keep my system running all the time.
It seems ccleaner might have updated your drivers, but not in a beneficial way.
A clean installation would probably be what you should do, by carefully following these steps.

No, the system didn't restart after running it; it was functioning properly. I didn't power off the laptop, just left it on the desk. Today, when I tried something, I encountered an infinite loading screen. Regarding the clean install, when I connected the USB with the clean OS, it didn't progress past the loading screen with the HP logo. Please clarify, I plugged in the USB with the OS, went to the boot menu, selected that USB to boot the OS, and after a few minutes, I received a blue screen with the "Driver PNP Watchdog" error.
