Is this problem present in other games as well? Warzone seems badly optimized and full of bugs, making it a weak tool for assessing your PC's performance.

The CPU is quite fast, but it's not just the overclocking that makes them much faster.
It seems there are limitations due to power restrictions, which often get disabled when overclocking.
Instead of pushing the CPU beyond its limits, adjust the Power Limit 1 in BIOS.
A drawback of both changing BIOS settings and overclocking is increased heat generation.
The interface from Asus hasn't changed much across platforms, so the setting should be near the same place.
I'll check my BIOS right now to see where it's located.

In the Advanced menu, go to Ai Tweaking, then scroll down to Internal Cpu Power Management. There, you'll find Long Duration Package Power Limit. Usually it's set at 95w, but it might be too low; consider changing it to 190w.

Disappointing. It seems the CPU might not be the issue, aside from Warzone's ability to handle up to 12 threads.
Performance evaluation is tough on a single game, particularly this one, because of its problems.
