Everything is being attempted to combine low-end components that were never intended for modification or upgrades. The case, motherboard, power supply—just don’t. Reassemble everything as it was originally made and offer it for sale. Use these resources to build a genuine ATX-level PC.
You have a small advantage with the Dell motherboard being compatible with standard ATX cases. However, the power supply for the Dell Inspiron 530 likely uses a 24-pin connector for the motherboard, while your OptiPlex 9020 MOBO requires an 8-pin adapter. If you lack the original wiring from the Optiplex case, it will cause persistent issues during boot or prevent startup altogether. Dell transplants are interesting but not suitable for everyone—make sure you understand what you're working with before proceeding. Newer models may no longer be worth considering.
