They swapped the 11-month-old i9 for an i7 because it was a better fit. If possible, please keep the 11700k.
I faced issues swapping Comet Lake for Rocket Lake, but a fresh setup resolved it in my situation (the old BIOS was stuck). With the latest mobos, your issue probably differs. Make sure to update the BIOS and any relevant low-level drivers. It could be a minor Windows quirk where hardware changes aren't fully recognized. A clean install might work.
