You can configure your location on Steam and make payments via the app. It should work fine. If you have concerns, consider using a VPN or proxy.

As long as the game isn't restricted to Japan, everything should be okay. I use a VPN to play the NA edition of Vindictus via Steam, but I mistakenly bought the American version when using Steam. Switching off the VPN and returning to the UK version resolves the issue.
