This website is one of the less trustworthy options. Purchasing a key there might not function properly. Legally questionable. The main distinction between OEM and retail keys lies in the assistance you receive from Microsoft Support. OEM keys are typically reserved for bulk purchases by system builders.

Seller is in violation of the Microsoft Terms of Service. Rest is your own decision. MS very rarely black lists product keys. But buying from grey market is just tad away from piracy imo. The word "legal" isn't valid here at all. Unless in your country laws state that buying goods which were obtained by criminal means makes you criminal too, whether you knew they weren't legally sold or not. There are slight chance that keys are from dead PCs. Selling those is legal in EU for example. But you don't have any way of knowing that. PS. Be sure to read that sites ToS carefully. Mainly parts about non-working keys and money back policy.

You could use Microsoft services instead of other platforms. Downloading Windows for free from the official site and using a product key should provide all the features you'd get from buying it in a store.

Yes, you can download Windows from Microsoft and purchase a $10 product key on eBay. It’s both legal and should provide complete functionality.

It's a more ethical issue than anything else. Both keys are identical; you're just deciding who gets your money. Those who created the OS or someone taking advantage of them.
