Trustworthy vendors purchase large quantities—like 1000 licenses—and then resell them on eBay for a gain. Legally sound, but it's essential to understand the regulations in your location.

PS. eBay can't verify every item they receive and they had, in certain cases, banned selling software downloads or keys. In reality, only key sellers who are G2A partners can offer genuine and approved Windows keys. They need proof that the seller is an MS partner.

I think we're just going through the motions... The original question was about having full Windows functionality with a key. The short answer is yes. You can get Win10 for free from the Microsoft site and retain about 99% of its features—just accept a small watermark on your desktop and give up changing your wallpaper.
