I adjusted the other pin slightly and it still hasn't changed much. I attempted to power it on without the CPU and it didn't respond. I didn't receive the tool that came with the Threadripper CPU, but after some research, I found it typically requires about 1.5Nm of torque. I used a torque-limiting screwdriver to secure the CPU retention mechanism, and the LED remained on.

It seems the exact tool isn't necessary since I didn't experience it. It looks like the CPU or board might be faulty, which is a bad situation because figuring it out isn't straightforward unless you know what other chips or boards are compatible.

Thanks for the necro-posting. I received a full refund and purchased another board, which is now functioning perfectly—all RAM slots, NVMe, SATA, and PCIe slots are working without any issues.
