Notably, the lobby GPU functions properly, allowing you to easily check your desired frame rate. However, once you enter the game, the GPU performance drops and your frame rate decreases significantly. (In Steam settings, turn on the FPS counter to see it.)

I discovered something interesting! I ended up installing gpu-z instead of using msi afterburner. It provides details about why performance caps occur, mentioning voltage reliability and limits. I increased the voltage to +37mV and found GPU usage more stable, with solid frame rates above 60Hz. The performance remains inconsistent below that threshold, but it works as long as I stay above 60Hz. This behavior is unusual (only this game does it), but it seems to be the fix. Would you like to know if others experienced this issue?
