Launch MSI Afterburner, activate the GPU Usage overlay, and monitor it continuously. While you're on the island beyond the starting area, is your GPU consumption above 90%? If not, CPU is likely the limiting factor. Upgrading your CPU would be wise—consider an i3 7100 or Ryzen 3 12000 as a solid choice for PUBG at a reasonable cost.

It seems the settings you shared are causing your CPU to become the limiting factor. You might want to adjust things like reducing the Flip Queue Size in your driver, increasing your CPU overclock, or tweaking RAM timings and settings. Trying one or more of these could improve frame rates without needing a full new build.
