That's a smart observation! I double-checked right away but didn’t notice anything unusual. It seems the problem might still be pending resolution—Spotify occasionally opens even after shutdowns. Could there be a setting similar to macOS that automatically restarts programs? I haven’t tried it yet, but maybe closing things properly before turning off the PC helps. I’ll keep an eye on this and update you.

Sorry, I didn’t read your post before I replied. I was distracted by my phone and skimmed too fast. The issue is that, as you suspected, "Pick up where I left off" is enabled by default since the last update, so it restarts your previous programs. Compatible apps will even reload your last project or file. To turn it off, open Cortana’s search box, click the Notebook icon on the left menu (under Home), choose "Pick up where I left off," disable it, and press Save. Yes, that’s the only place in Windows 10 where you need to click Save/Apply with those toggle switches. Don’t worry, Microsoft already fixed this design flaw for Insiders in the next Windows 10 release (expected in March), along with other Cortana updates.
